Topic: Saving PDF Reduces File Size but I want Uncompressed File!

I printed each chapter to PDF as uncompressed from Quark as I usually have done. The separate files were all large sized.
I brought up the first Front Matter section, navigated to the end of that file, clicked Document, Insert Pages, after last page, and Chapter One was added. I did the same thing for all 17 chapters.
At that point I did File, Save As. I looked at the type and there was only save as Adobe PDF. I did not see optimized, just eps, rtf etc.
I checked the Preferences, and could not find anything that was selected except Fast Saves for Optimized viewing which I unchecked early on, but it had no effect.
I have been doing this since January on this book, but in the past few days, I noticed that on a few similar book assemblies, a small final file would result. Doing it over again resulted in a 20 MB file. But yesterday , when the final was due, I did it ten times and still ended up with a 3MB file size, which was too low quality to print.
I solved it by sending the large chapters separately but I want to figure out what I can do, because I'll need to keep doing it.
Is this an Acrobat 7 issue?
Is there any setting I may have overlooked in Preferences? I looked on the help and saw there was an Image Settings Dialog box but that appeared to be in Distiller, and I don't think my problem is there because the separate chapters came out correctly in size.
