It would help a lot if you described in more detail how you've set up the form. But one thing you can try is setting up a document-level function that gets called by each of the check boxes in their Mouse Up events. The function would check all nine check boxes, and if more than two are selected, it would immediately uncheck the check box that was last selected. If you need help with the script, post again, but include more details such as field names.

This approach would work if the form would only ever be filled manually, as opposed to programmatically or by importing form data. If it had to work in those cases you could set up a (hidden) text field that contains a calculation script that controls things.
