Something must be wrong with your scanning method, if Acrobat thinks that an a4 page is over 14 inches. Also, if changing the resolution affects the size, that too means something is wrong with your method.
When I've seen this problem before, it has most often been caused by storing scans as GIF files. Don't: GIF files are as unsuitable as JPEG. Use TIFF.
If you're scanning directly, check your scanner settings, and look at the sizes shown by Acrobat (bottom of screen). They should match the original paper size, unless you are failing to crop an oversize scan.
