This is normal. Try printing the same document; Word does not print a coloured background.
Since making a PDF is like printing, you get the same results.
The solution is to use Word's other facilities to set a coloured background e.g. a rectangle behind the other objects.
When making a PDF with a coloured background, do consider the effect if you intend for anyone to print the file; Acrobat WILL print the background colour, possibly making the file impossible or expensive to print.
