I am trying to convert paper forms (mainly from goverment agencies) to pdf files. The pdf files HAVE to be virtually identical to the original before they are accepted by these goverment agencies.

I have tried scanning at (600dpi) with Acrobat and with ScanSoft's TextBridge Pro Millenium BE. Overall the quality is not up to par (poorly spaced text, inaccurate fonts, etc.), and in general a poor reproduction of the original.

If paper forms are the only source I have (no PostScript or Word files) and I need very accurate PDF files from them what is the best way to get them? Can it even be done via scanning? Does any one have experience with OmniPage or OmniForms?
