Having worked in a newspaper production department myself, I am well aware of the nightmares that can be encountered. Multiple file formats from multiple ad agencies etc., not to mention tight deadlines. I have since left the newspaper industry with little regret and joined the ranks of the commercial print industry. This has certainly not allowed me to escape from the infamous PDF.
Recently I discovered a piece of software that may be useful to your PDF woes, as I have talked to several newspapers using it and they swear by it. Transverter Pro by Tech Pool Software. It allows you to convert PDF, Postscript, or eps files to a high res raster image file for output.
I was impressed with this program and it's a relativly cost efficient addition to your PDF bag of tricks.
