That is correct, it doesn't.

No, there isn't ANY software that can do this - UNLESS you ALSO
want to include a custom Acrobat plug-in along with your files. The reason
is that the PDF file format doesn't permit "annotations" (which CAN be
hidden/shown) on the "lower layer" of a PDF (ie. as a watermark) - it only
permits for content, and content is static by default. You'd need a custom
plugin to enable the hidding/showing of the watermark.
