You should be able to do this with Acrobat
InProduction or on a RIP, if the RIP provides for it.
The problem is the colors will become
washed-out, such as RGB blue becoming purple
in CMYK. You can try to edit the resulting graphics
using the Touch Up tool, but ou may not get
optimal results.

If the color conversion is not an issue, you can also
make a PDF from a Publisher PostScript file and
export or save as EPS from Acrobat. While the file
may work, it can yield unpredictable results.

In other words, Publisher can work but there are
roadblocks.
