To put a PDF on your web site, just upload the file. Use binary FTP. Link to the file.

You cannot control what happens. Most people will view the file in their browser automatically if they click on the link. You cannot provide a "download only" link. Instead, since most users don't know how to do this, just explain how to download using the facilities in the most popular browser.

For security, which is a complex subject: look up security in the Acrobat guide, which gives the detail you'll need.
