If at all possible, you would use an application that allows you to create the links as part of the document design. PageMaker is limited, and arguably not the best choice for technical documentation. Many would say Adobe FrameMaker is a good choice: its linking facilities are powerful, so is its ability to re-make documents completely with a new look based on styles.
