You're absolutely correct. Microsoft Publisher offers the ability for most entry-level users to build their documents without the knowledge of colorspace. However, once their document is created, they have the option using "Commercial Printing Tools" to define how that document will be printed if sent to a commerciual printer. This toolkit allows the user to answer questions about their publication and sets printing preferences based on those questions.
Most people discount the use of Publisher, but for around $80 US, it's kinda sad to overlook its potential.
