After a great deal of experimentation I discovered how to make this work. I was scanning the document into Corel, rotating the page slightly to make the lines of text more or less horizontal then saving the file.

I discovered that if I scanned the document, saved it, then rotated, then resaved it that the problem went away. Go figure!

I did several comparisons between grayscale and black & white at various resolutions and found a kind of convoluted process where I scan in 400dpi gray scale and convert it to black and white in Corel using the "line art" method created the best quality vs. ultimate pdf file size ratio. Scanning black and white looked poor until I got up to 600dpi and then the file sizes were getting huge.

Speaking of file sizes, what is a good file size for a scanned text document?
