The file is so huge because the people making it did a bad job. You could compress it with the right tools ($$) but if you download it to disk first you should find that you can now work with it OK. Since you'd have to download it to compress it, there would be no advantage.
To download, RIGHT click on the link to the PDF and choose Save ... As from the menu which appears...and wait.
