Don't think of converting to HTML. HTML is not a way to give an exact page layout. The reason PDF is chosen is that the form will be exactly the same. Many organisations will reject a form if the layout has changed.
Although the file is slow, it should open and print, provided you have plenty of free disk space. Then you can close it and forget about how bad a file they made...
