My approach is to scan in grayscale which then, as you pointed out, produces grayscale images with a light-gray background.
Next, open up one of these files in Photoshop and start recording an Action. Adjust the light end of the spectrum using the Levels command until the background is white. Adjust the midpoint of the spectrum to compensate and optimize the images.
Now, apply a Light Blur feature (this tends to merge the halftone dot pattern to a continuous tone image, and also eliminates moire artifiacting. If done lightly it does not compromise the text.
Save the Action, and now apply it as a Batch Action to the entire set of images you have scanned.
Finally, if you have produced grayscale TIFF from the scanner, save from Photoshop as JPEG, 100% quality to reduce filesize by a factor of 3 or 4.
I don't know of any scanning software that can optimize grayscale images at scantime, so this is the next-best approach.
