Yes, there is an FDF Toolkit for Java but it is based on JDK 1.1 so it is not too useful.

Would you recommend for a development tool for accomplishing the above; Visual Interdev, FrontPage, VisualBasic for Applications? Other than the FDF Toolkit are there any other resources that you would recommend to get started?
