You can protect a PDF file from printing using standard Acrobat security. The PrintScreeen button is always accessible of course.
There is no way in the world to stop any file on the web from being saved and copied. There are systems for making the copy useful only to one person - these come under the general heading of "DRM" (Digital Rights Management). These require co-operating software on the server and the client, with some administration.
