Christopher,
FDF is only a structured text file. You can use any programming
and/or scripting language, which can produce a text file, to create
an FDF file.

There are examples, on our web site, of creating FDF using Perl.
http://www.appligent.com. The Perl source is available in the
"FDFMerge Examples" area.
