You can use an FDF to set the Mouse Up action of an existing button to a GoTo GoToR (link to a destination in the same or another PDF), WWW Link (web link), or JavaScript (link to destination in current PDF). You cannot use an FDF to create a link annotation from scratch.

The FDF Toolkit has more information for creating the types of button actions I mentioned.
