I figured it out, what I did was execute a JavaScript function that checks
if the checkbox vales are set ot Off, if they are then I set the value to 0.

Under the options tab, when you are setting the properties of the field,
=choose an EXPORT VALUE of something besides the default. I don't think
=there's any way to get an unchecked checkbox to evaluate as anything but
="Off", unless you do so in your code.
