Way off topic from the original post, but thought I would finish this up..
In doing a little more research (hey, that's what the web is for), here's what I found:
Title 17, Chapter 1, Sect 107 covers Fair use (for research and educational use)
Title 17, Chapter 1, Sect 108 covers Libraries and Archives which (according to my humble interpretation) means that you can make such copies for personal or institutional, archival use only but they better not be made available to the public (even within your own organization) nor for profit in any way. (The fines, if caught and convicted, are rather steep)

(Disclaimer: Not a lawyer, don't even play one on TV - just took a class on Computers and Law in college taught by a CS prof / Lawyer who forced us to look up law and case studies)
