This may be a Frame limitation.

If I open that PDF file in Acrobat 5.0, select some text and hit Ctrl+B, then the bookmarks are stored as Cyrillic text to match.

There is no way to fix the existing bookmarks; it is not a question of changing font, since you can't choose font.
