It is normal for Word to reflow documents. That's what it does. You should compose the document in such a way that it is not an issue. (For instance, never use returns at the end of lines that should flow; never use returns to force a new page when you should insert a page break; in some cases force an early page break)
If you are trying to do precise page layout, this shows Word is the wrong tool.
Apparently the "use printer metrics" option can be used to get one final reflow and then fix the document. It will reflow if moved to another computer. That's just part of the fun of offivce.
