Let's take a step back for a moment. Before a particular solution can be identified, you need to explain a little more about the end result you hope to achieve. I'm afraid that the words "index" and "database" have acquired many levels of meaning, and it's not clear where you are trying to go.
What is the larger organizational requirement you are trying to satisfy? Is the goal to share all of these PDFs in a searchable way across the organization? Or are you trying to maintain a simple list of these files. Is the file list growing over time, or is it pretty much static?
