You do NOT convert an indexed colour image to JPEG.
Indexed colour is limited to 256 specific colours. You
can of course get the colour map, regenerate 24-bit
colour, and compress with libJPEG. But you should not!
JPEG is designed to compress continuous tones, not
discrete colours. Far better to write a GIF from
indexed colour. Or BMP. Or any other format but JPEG
