My clients are increasingly requesting conversion of their TIFFs to hidden text PDF. Now, I've written dozens of programs to convert images and data. I've even written a couple that do TIFF to PDF conversion. But I can't find any SDK that will let me create a hidden text PDF, let alone convert to hidden text PDF from TIFF. I would prefer something that includes the OCR engine, but the text could be provided from a pre-conversion OCR process if required.

Any ideas on what SDK I should be looking at?
