Yes. Reader doesn't support OLE automation.

> Is there a work around to letting user launch
> and print pdf files?

If you need to fill-in a PDF, create the FDF and launch it. If it contains a /F key that points to the corresponding PDF, the PDF will open and populate with the data in the FDF.
