Yes the activePDF solution is working for us very nicely in another project developed internally. However, I wasn't very clear in my original message that this is a new project. Business management is questioning why we need activePDF and that this should be a common feature of Adobe products(in their opinion). In regards to the FDF possibility. We could store the logos as PDF's and create form buttons on our base PDF. If the end-user is going to be viewing the resulting PDF's with Reader only is there anything additional that needs to be installed on their desktop if we go the FDF route?
