The full Acrobat is not a problem, and the user won't have started the Reader. Basically, the aim is to see whether the Acrobat editor can be run thru the web browser (like you can with Word, etc). So, if I understand you correctly, this is not possible? If so, is there any mechanism that allows you to do this (third party or otherwise)?
At the moment I can enter (e.g "c:\test.pdf") in the browser address bar and acrobat (editor) runs within the browser, but I've no idea how this is done programmatically.
