You can't use the plug-in SDK to create stand alone applications. Hence, to do this you need to buy a completely separate library.

You can use Adobe's Acrobat Library, if you meet their licensing requirements (which would include a healthy budget in US$ 5 figures). Alternatively there are other libraries.
