In general, Distiller doesn't convert fonts to or from type 1 or type 3. That is the way they come in as part of the PostScript file that is distilled.
This in turn implies that the PostScript export does it that way. Perhaps it uses bitmap fonts, which are always type 3. In any case, manipulating an existing PostScript file to convert type 3 to type 1 is just about impossible. So the only solution (if there is one) is to find a way to make the application play ball.
