The first thing you need to deal with is licensing issues, not technical ones.
The ordinary Distiller, which comes with the Acrobat package, specifically forbids this. In certain situations you can use the special Distiller Server product instead. It is available for up to 100 non-concurrent users, for Windows or Unix only, and must not be used on a server available from the internet. It costs $5000.
Once you have dealt with the licensing issues, setting up watched folders in Distiller is simple. Setting up file sharing to Mac and Windows is possible from NT Server or Windows 2000 Server, using Windows (not Acrobat) tools.
