Apologies for any inconvenience, but we prefer to post answers to queries at the forum itself, so that as many people as possible can benefit.
Although the standard security features of Acrobat can impose a prohibition on saving the document, they can not prevent users from viewing and saving a copy of the document from a web browser. You may wish to try FileOpen Publisher, available from Planet PDF Store, as this product seems to have the functionality that you seek. You may also wish to look into the possibility of using FileOpen WebPublisher at http://www.fileopen.com/.
