You may have more luck if you post this message in a more suitable forum. This one will be frequented by people interested in converting Paper To PDF, and who therefore are less likely to have an answer to unrelated questions. I think the General forum is more suitable.
The short answer is: not relative but file- based URLs are probably the problem. You cannot use this form for file-based URLs reliably.
