I cannot conceive of any way in which a database could make a PDF file download faster. A database can be a great way to organise a large web site if used properly, though. But this is not a large site by any stretch of the imagination.
It's possible too that the database mentioned was to allow SEARCHING of the PDF files. You do need a database to do that.
