Topic: Adding Watermark, header/footer via Automation

I have a vb background/automated process which uses Acrobat Distiller to covert multiple third party post script files to pdf files and then merges the separate pdf files into one. This single pdf is then made available on a secure website for a human to look at and approve. I need to secure the content of this document using either a watermark or header/footer. (I.e. the phrase "Draft for Planner/Client Approval" imbedded into each page of the pdf or set as the header and/or footer of each page.) The content needs to be secured in case the user prints the document. The catch is, the solution which adds the watermark or sets the header and/or footer must be able to be invoked in an automated fashion either through a vb accessible API or an application which provides a command line interface. I have experience with many of the plugins available to add watermarks to pdfs such as StampPDF, but I have found nothing which can be invoked in an automated fashion. The optimal solution would be a native Acrobat IAC API, but in looking at the IAC documentation, there doesn't seem to be anything. In addition to adding the watermark to the PDF prior to the web user approving it, I would also like a way to then remove it after the pdf is approved.
