Could AcroBuddies give me some hints and tips on how I could proceed with the following problem ?

My users require a PDF file of the following characteristics :

When this PDF file opens in Acrobat Reader, the navigator pane must automatically open too, with 2 Bookmark lists. Each bookmark list has a different name, and the lists contain different bookmarks. It does not matter whether Thumbnails list appears in the navigator pane.

How could such a PDF file be created in Acrobat Exchange ? Is any add-ins or plug-ins required ? If yes, where to I start with the Acrobat SDK documentation ?
