Topic: Combining FDF and PDF Files

I am currently developing an application where the user enters data into an HTML form. The application is to take that data and populate the fields in a PDF form. The resulting PDF form is to be e-mailed as an attachment.
I am using Cold Fusion to extract contents of an HTML form and dump it into an FDF file. From there, I want to be able to combine the FDF and the PDF file to get the resulting PDF form. After that, it's just a matter of e-mailing it.
I have no problems creating the FDF file nor do I have problems e-mailing the resulting PDF file as an attachment. However, I'm stuck at merging the FDF and PDF files.
The clients to this system does NOT have Acrobat. They only have the reader. So, they can't read FDF data. So, I need to be able to generate the resulting PDF on the server.
I know that there is a third party program that will do exactly what I need but my company is not willing to spend the money for that application. Is there a way I can do it without spending the money ?
Is there something that I can do with the Adobe SDK that will make this happen ?
