Topic: Dynamic Read Time Link resolution

Is there a technique, plug-in or application to resolve links dynamically at read time?
Some of our documents are translated, some are not. So, if I wish to offer a user who is taking a link from one PDF to another, a choice between the English and the French versions of the document targeted by the link, how could I do this?
Could I use a technique that would work for both a windows (and Unix and Mac) standalone environment and which would also work for using the Acrobat plugin as a client to access a library of documents on the web?
Another version of the same problem with links to be solved is that over time, some of the inter-linked documents will change.
Rather than maintain the links in the unchanged documents which point the changed documents, whose filenames are changing, so that we can keep old and new versions, we should be able to offer the user the choice of the old and new versions of the document, if both are present.
Any one tackled this issue?
