Topic: EBCDIC to PDF Conversion Utility

I am in need of a tool that will convert from EBCDIC to PDF format.
Here is the situation. I have 133-byte reports generated from a mainframe/COBOL system that are being sent to an FTP site that sits outside the DST firewall. The reports are downloaded from the mainframe as text files. When clients view/print/etc. the text files on the FTP site, the reports are formatted poorly, don't print correctly, etc. This is because the first byte of the text files is an ANSI control character. This character controls how the data is printed. For example, " " is space 1 line, "0" is space 2 lines, "-" is space 3 lines, "+" is supress space or over-strike, and "1" is skip to a new page.
What I need to do is convert the mainframe data (EBCDIC/ANSI control character) formatted data to PDF so clients can view data correctly, and so they can print correctly. Preferably this conversion would happen on an NT platform, or even on the mainframe if possible.
This can't be a manual conversion process either. It needs to be a server utility that will convert all .txt files in one directory to PDF, then route the converted file to the Unix PDF server's directory.
Can someone point me to this type of utility? Please respond by email to email@example.com. Thanks for your assistance....
