Our company is looking to rebuild our legal forms fill application and are considering using pdf. This is a desktop application.

We allow users to fill out the necessary fields, submit to a database and then display the information in a report which is the form with the merged fields.

The major hurdle here is building the report to make it look exactly like a particular legal form (immigration, UCC, etc..). This is extremely time/labor intensive. It also is frustrating because we already have the forms in a pdf file.

I would appreciate any ideas on how to make this process work without having to design a report for each legal form. Our preferred development environment is Visual Basic but we will consider other languages if necessary.
