Topic: Need help with linking collections of PDFs

Iím looking for Adobe Exchange or Acrobat 4.0 plug-ins or stand-alone programs that will solve the following problem.
We publish guidebooks for various topics. These are collections of papers on a particular topic that range in length from one to fifteen pages and, in the printed version, are distributed in three ring binders. We have three forms of navigation aids: a table of contents, an index, and short descriptions of situations and problems with a list of related papers. The guidebooks are frequently revised with papers being added, removed, or changed. As a result, the navigation aids also require updating.
We are beginning to distribute the guidebooks in PDF format on CDs as an electronic version of the binder with each paper in a separate file. The reader can access an individual paper through links in the table of contents, index, and problem description as well as the Acrobat Reader search engine.
Our problem is that these are not small projects. For instance, one guidebook has 230 papers with a total of just under a thousand pages and approximately eleven hundred index terms. It requires the creation of somewhere between 300,000 and 500,000 links. Needless to say, manually creating the navigation system is a tedious, mind-numbing task that takes far too long.
So, Iím looking for software that will automate the process. Does anything that would do this exist? Does anyone know how to do this?
Thanks for your help
