Topic: Optimization and pdf size reduction

I got a legal pdf file to work with. The size of the file is 2280KB - contains 3 pages.
The pattern of the pdf file:

Page 1 : One logo and some text
Page 2: Background image + Text + 2 signature images on the foreground
Page 3: Background image (same page 2 image) + Text + 1 signature image on the foreground

After adding form fields to it the size of the file became 3734KB.

When I turned it to fdf and upon calling it from the client, I noticed that the signature images are first being loaded and then form fields are populated. Every resize of the page / movement between pages redraws the signature images and repopulates the form fields (populated values disappear and get repopulated once again). I have these on my intranet and the loads very slowly on fast connection.

What optimization techniques (either in developing the source file or saving it as pdf) should I adopt to improve the loading time and stop the redrawing of images and form fields?

There are some common form fields that repeat in these pages. Is it better to repeat the form field names or create new ones?

I would appreciate your suggestions.

Thanks
