Topic: Plug-in development tools question from a newbie

If you have the Acrobat 4.05 SDK and a standard C development toolset (eg. Visual Studio 6), can you develop Acrobat plug-ins which can walk through and selectively delete various objects in a PDF document loaded into Acrobat?
For example, lets say I want to develop a plug-in which walks through all pages in the loaded PDF and deletes any visible object of a certain colour.
Can this be done with only the above tools, or do you need some additional (and probably expensive!) libraries to get at the contents of the PDF at this level?
I've read the Adobe Developer FAQ, but couldnt clearly answer this from it.
Also, I'm a bit confused on why I would need Adobe's PDF Library and PDFEdit (or are these the same things?). Can someone elaborate, and suggest non-Adobe tools which do the same job but which are available to "small entities" and much cheaper? :-)
Finally, is it possible to purchase the PDF library at a lower price, for example: used copies, older versions, auctions, etc?
