Bruce,

Although a plugin would be the best solution here, you can do some stuff in
VB with IAC.

For example get the title of the annotation and then remove it per user etc,
BUT this solution would only work with Acrobat not the Reader, but you could
distribute different PDFs depending on which annotations you wanted to
include etc
