You are right, ZIP compression is a lossless scheme for images of various =color-depths. It is unsuitable for document imaging purposes.
Instead, you should always scan black-and-white pages to CCITT G4 =compression (often known as "G4").

Conversion to PDF/Formatted Text and Graphics is NOT, repeat, NOT an =automated process! It requires expertise, software handholding, and =substantial correction operator and QA time to clean the OCR and adjust =the appearance of the page. Those looking for a push-button solution =should assume they'll be dealing with large file sizes and/or ugly pages.
PDF/Formatted Text and Graphics is the ONLY way to achieve scan-to-PDF =per-page file sizes in the <15kb range. However, it must be done right.
