Darin,

If you are using Adobe products, you will definitely need Adobe licences.

For the creation of PDFs coming from Word and Excel (and all other
applications), you might look at the upcoming Distiller Server, which,
together with the Business Tools, might be a cheaper solution for your
enterprise.

For displaying, you could use the already mentioned Business Tools, or you
could write your own viewer ... the specifications are known, and there are
in fact other products around. You might look at GhostScript and maybe do
something based on their engine.

For generating PDFs, you could also use one of the various PDF generating
libraries around, such as Thomas Merz's pdflib (http://www.pdflib.com), or
other ones described on the Libraries page in the CodeCuts section
(http://www.codecuts.com).
