ASSUMING that you have the correct software, creating an
Arabic PDF file is no different than creating an English one.

First question. Are you using Win2K or WinME? In the first
line you say ME and then you say 2K - there is a BIG difference in
how Arabic is supported between the two systems.

You don't need an Arabic enabled Acrobat, but you WILL need
the ME (Middle Eastern, not Millenium Edition) version of PageMaker
if you plan to do Arabic publishing with it! PageMaker/ME is not
sold by Adobe, it's sold by FontWorld
(http://www.fontworld.com/adobe/2adobe.html) along with other
ME-localized versions of Adobe products.

You don't mention which product(s) you are publishing from,
using what tools (PDFWriter, Distiller, PDFMaker, etc.).
