Paul,

Be sure to check doc and viewer preferences regarding default zoom level.

The zoom level can be coerced to 100% using JavaScript, if need be, as a
last resort. But this would be tedious to do for every page of a long
document. For example, you can add a Page Open script that looks like:

this.zoom = 100; // open page at 100%


The user can override it, but has to take action to do so, and each time
the page is opened, it'll default to 100%.
