Yes you can. You would need to know enough about TIFF headers to be able
to build one that pointed at a directory, and then contained the right
information about stripping, scan lines, width, height, et cetera.
If you are going to be coding, it might be easier to just grab the bitmap
(compressed) out of the PDF and use libtiff to create the tiff image.
I have sample code that goes in the other direction (but demonstrates all
of the concepts), if you would like to have a look. Checkout the file
